Some heated tobacco products may be more harmful than regular cigarettes, producing greater amounts of cancer-causing substances, a review of scientific papers by a health ministry panel showed Thursday.

The review found no direct evidence of health risks related to heated tobacco products (HTPs) for secondhand smokers, though experts say this does not mean their safety has been proven.

The ministry panel will include the finding in a policy proposal on measures against passive smoking that may be compiled by the end of the year. The panel is debating whether to beef up regulations against heated tobacco products (HTPs).
