Across the country, wild bears entered civilian population centers and generated unexpected clashes between man and beast. In the end, Japan¡¯s brush with bears has left 13 dead and 230 injured this year, the most wildlife-related casualties for the country in recent memory.
Japan¡¯s battle with the bears is notable in its own right, but it revealed deeper issues that will continue to present challenges for the Japanese government going forward. In particular, the negative impacts of Japan¡¯s aging population are manifesting in unexpected ways that expose bureaucratic rigidity and complicate government countermeasures. They highlight the loss of personnel and skillsets, as well as the absence of legal frameworks and equipment required to address this particular problem.
